Douglas Kuluk is a Master Ice Road Engineer and Arctic Infrastructure Specialist based in Manitoba, Canada. With over two decades of experience in one of the most extreme and specialized areas of civil engineering, he has become a national leader in designing, maintaining, and innovating frozen transportation routes that support remote northern communities, mining operations, and energy projects. Born and raised in Thompson, Manitoba, Douglas developed a fascination with the North at a young age. After earning his Civil Engineering degree from the University of Manitoba, he specialized in cold-region infrastructure—mastering permafrost dynamics, ice mechanics, and sustainable construction techniques for extreme environments. His work integrates traditional knowledge from Indigenous elders with modern engineering methods, such as satellite imaging, ground-penetrating radar, and real-time climate monitoring, to extend the safety and lifespan of ice highways. Kuluk’s leadership on major projects—including a 400-kilometer seasonal road network in northern Manitoba—has dramatically improved supply access, reduced costs of living in isolated areas, and supported regional economic development.
